I'm looking to do some tinting on my turn signals. I've got a part that can't be wet sanded. Will night shades stick to it without it being sanded? Would it work if I sprayed on some adhesion promoter? I will be painting the inside of the lens, so it won't be that exposed to the elements.

use adhesive promoter and it will work.

I don't think anybody sands their tails, turns etc before nightshading them,I don't see why you would need a primer.
I have used it a bunch without priming and never had an issue

Total Prep is a great product for prepping surfaces for paint... It comes in a blue can with yellow letters.

I'm going to test with old parts first. My concern right now is that unless I go super dark(which I don't want), the amber part will look too brownish. I'm really trying to go for the red/black/red euro tail look, and then matching the amber of the front corner turns to that. All this without dropping the coin on real euro tails. We'll see. test test test and research.
